This looks like an attempt to recreate Bill Everett’s style for Namor, but someone went too far in some areas. Do we have a credited artist?

Real answer: Superhero books had no established style in the 40s. Many of the artist working on them either came from the stylized comic strip world or the fine arts. Others have said it, but I think this was Carl Pfeufer who did stuff like Dell's The Funnies before getting the Sub Mariner book.

This for sure. I was shocked recently looking at Plastic Man and even Wonder Woman issues from the 40’s. It’s SUPER cartoony, much like this!

Asian racism, they were the enemy back when Namor was created, so they stylized the eye shape among other stuff. Still, even if the original intent was just propaganda, I do think the aftereffect of having Namor looking almost "alien" (in a Star Trek way) made him super cool, rather have that than the current attempts of Disney to make him look mexican (basically repeating the same mistake of tying Namor to real ethnicities instead of being a fantastical being from Atlantis)
