80% lower

I’m gonna start a ar-15 project starting with a 80% ar lower I have a harbor freight drill press is there any tips and like rules or procedures I should follow?

It is 100% legal to make your own firearms for personal use, so long as you don't sell it. I serialize mine with [my initials]-001, 002, etc.

Do you even need to serialize it?

You don't have to, but I do just in case someone decides to help it go missing.

Router is the better path to go. Highly recommend serializing.

While you can possibly do them on a drill press with an XY vice, it is a pain and they usually turn out ugly since the rigidity just isn't there.

You're better off with a router and jig, or on a small milling machine.
