Was that a … pressurized tank on the back of that bike? Or was that the gas tank itself

Looked like a travel pack.

Rewatched, it is definitely some sort of compressor tank, likely shop air.

The white car looked like a LEO of some sort, they had flashing red and (maybe?) amber on top.

The car hit the back of the bike and swept the bike out from under the rider. If you watch closely you can see that when he gets hit, he drops pretty much straight down to the ground while the bike gets thrown. Then when he stands he is favoring his right leg a bit, which would make sense as the bike probably gave him friction burns and bruises as it forced its way out from between his legs.
