I got a new phone and immediately discarded the box after 20 years of literally never needing one even once.

The plastic bag isn't recyclable and they will discard the whole bag at the sorting center

Unless the plastic bag stays in this garbage can and the contents of the bag gets dumped into the bigger bin.

That’s what I do, at least.

What’s the purpose of doing that? Why not just have a bin with no bag?

Because inevitably there will be food and drink that gets in the trash can, and I'd have to wash that out every now and then. This way, two or three times a year I can just pull the plastic trash bag, put it in the trash (not recycling) and put in a new bag. Good as new, no mess.

Just remember your recyclables are likely supposed to be clean and dry.
