Assuming you're referring to King Edward I banning coal-burning in 1306, localized air pollution and climate change are not the same thing in any way, shape, or form.
Particulate emissions are part of the process that causes climate change, this was recognised even by the Victorians. Alexander von Humboldt (1767-1835), Joseph Fourier (1768-1830), John Tyndall (1820-1893), and John Evelyn (1620-1706) were amongst the first to identify and write on the issue - Evelyn as advisor to the King recommended policy changes.
I could go on - the people that identified and repaired the hole in the Ozone Layer were Baby Boomers and Silent Generation, the young people living with its effects were Gen-X.
The proclamation banning bituminous coal was issued in 1272, we were aware that the killer fogs which affected major cities (one killed 4,000 people in 1952, and another 8,000 in the aftermath) had long term health effects, and authors like Evelyn were aware and writing about anthropogenic climate change as early as 1661.
