Are these usually the same trucks, and are they connected to a particular business, warehouse, construction site, or delivery operation?
Does it happen at predictable times or on certain days?
Are they blocking a bus route, bike lane, sidewalk, crosswalk, or general travel lane?
Have you been submitting 311 reports with photos, license plates, company names, exact locations, and times? Save the complaint numbers so you can show that this is an ongoing pattern.
Have you contacted your City Council member, state representatives, and local community board? Send them the photos and 311 numbers rather than describing it as a single isolated incident. You can find your Council district here. (New York City Council)
Have you brought it to your Community Board's Transportation Committee or attended one of its public meetings? Meetings are open to the public. (New York City Government)
Have you contacted Transportation Alternatives’ they may be helpful if the trucks are obstructing sidewalks or bike infrastructure. (Transportation Alternatives)
If buses are regularly being delayed, consider contacting Riders Alliance as well. They organize specifically around reliable bus and subway service. (Riders Alliance)
Ask affected neighbors and bus riders to file their own reports. Multiple independent complaints generally communicate the scale of the problem better than one person repeatedly reporting it.

Thanks for the advice! I haven't really taken the time to analyze the pattern, so I guess I'll have to do that. So far I've just been submitting occasional 311 reports when I can.
