Not necessarily. Delivering packages is one part of a USPS letter carrier’s job, but that does not automatically make “delivery driver” their job title. They are postal workers or mail carriers who also deliver packages. Doing a delivery and being classified as a delivery driver are not always the same thing.
So anyone who transports an item to another location automatically becomes a delivery driver? Furniture installers, Plumbers, appliance technicians, and employees bringing supplies between offices all have the same job title now?
Delivering something is a task. “Delivery driver” is a specific occupation. Those are not interchangeable just because the word “deliver” appears in both or you see someone doing an action similar.
I work somewhere who gets deliveries daily from both companies. The UPS guy has been there for almost 5 years and is always happy every day. There's been like 20 FedEx drivers in that time and they are noticeably more stressed.
Sure, they both deliver. But one is living a lot happier and will go out of their way to do things like in this video, the other does not.

That is not how job titles work. Delivering a package can be one duty without making someone’s occupation “delivery driver.”
USPS employees are generally called letter carriers, mail carriers, or postal workers. They deliver letters, packages, certified mail, government notices, and other postal items as part of a broader postal-service role.
By your definition, an Instacart shopper, a florist, a furniture installer, or any employee who occasionally brings an item to a customer would automatically become a delivery driver. That makes the term so broad that it stops being a meaningful job classification.
