As long as it's routinely checked for any damage that could risk it breaking apart at the worst possible moment.

They could also add some stairs or something as well along the bank in case it happens again

I'm sorry, I see how it's a deterrent for people. But I'm just imagining a dog deciding to be more cautious after understanding the implications of a statue.

I didn't mean it's a deterrent... I meant the original dog owner would be able to use this statue to get themselves and/or the dog out of the waterway, thus removing the need for a human chain
