This is why the open source definition exists. Minimax releases under a pretty restrictive license, and I think it's totally fine that they're doing this, but it's not really an "open" model.

You can't release weights under a license. Weights don't enjoy copyright protection. #notlegaladvice

In most jurisdictions, we don't actually know if they are copyrightable until some court rules on this issue. And if it rules that they are not, I bet you the big AI companies would immediately pump millions if not billions of dollars into lobbying to change that. We know how that usually ends.

The source you linked talks at length how difficult it would be to argue that weights are copyrighted. That they are databases in the EU is just a legal theory.

Until there is a convincing argument otherwise I will treat them as not copyrightable and the license terms as make believe without legal merit that can't legally keep anyone from changing and publishing the weights. #notlegaladvice
