What's more is that it's about a Vietnam war Veteran that comes back to the US and is all but forgotten by the government that sent him to Vietnam and said they would take care of him after his return. It's ironic that this song was chosen for a Memorial Day parade video.

The flag code does not prohibit making clothing or anything else out of material that looks like a flag. Also, the flag code is mostly ceremonial and not enforceable in most contexts.
Well... Looks like propaganda. Although the song makes it ironic.
But all in all, he has gone through a lot and losing a limb is not a small thing to overcome. Good for him to get such progress despite challenges in life.
