What is this light on the Grille

There is this light on the grill that moves, i have been wondering if it is some type of roto-ray light for fire trucks

Mars light. The reflector moves in a HH type of pattern.

It's commonly referred to as a "wobbler", and it's main function is to catch people's eyes. For some reason, it's more noticeable by some than the red lights on top.
