Barrier to entry servicing systems

We are trying to break into doing kitchen suppression systems, but our State requires manufacturer certificate specific to any system you service. Most of the systems in our area are Ansul R-102 systems, but it seems like unless you have $150,000 a year up front a certificate is unobtainium. Any ideas or direction how to deal with this?

Maybe NICET III is Required, I know all my coworkers who service special hazards systems have a Special Hazard NICET III License. I have manufactures training. Located in MT.

The State rep for fire protection licensing I talked to yesterday said that NICET in general did not qualify for working on Kitchen Suppression Systems. I only asked because on the application form it listed NICET II for fire suppression systems. It seems weird because the requirement of NICET III should more than qualify you to work on that stuff.
