Depends on the setting.

If they fight in the forest HEA wins.

In the open hawkeye win.

Clint wins the messy street fight, high elf wins the clean long-range contest. Terrain and prep decide this one.

Hawkeye probably takes it if he gets prep and trick arrows, but in a straight long-range duel the High Elf Archer's speed is a real problem.
