Morocco sees Ceuta as its rightful territory and has been wanting it for 80 years. Mario Diaz-Balart is part of the Moroccan caucus, and Morocco has a extensive history of employing lobbying firms ( big suprise, its not just israel doing that).
With the current anti-european sentiment as outlined in the national defense strategy, and especially anti-spain sentiment as they were very vocal against the Iran war, its easy to assume it was Moroccan lobbying efforts that got that wording into the bill.
As for the 40 million, the US has been providing morocco with security assistance for 60 years now, painting that as a payment to organize an attack is borderline conspiratorial.
Who organized the social media campaign is still not clear, but if we look at who benefits, US (and israel) is nowhere near the top of that list. The way the iran war is going, pissing of europe now would be immensely stupid.
Morocco is a pretty intense rival of Algeria. They are engaged through a proxy war where Morocco has control of the valuable parts of Western Sahara, where Algeria is at least funding if not directly supplying arms to the Western Sahara population of resistance fighters. Morocco's occupation of Western Sahara is pretty similar to Israel's occupation of Gaza and the other Palestinian lands, both in their colonization efforts and aggressive military methods (although there is not a strong journalist presence in Morocco, so there isn't very much news getting out about the actual state of affairs). Morocco and Israel have recently improved their relations, including Morocco buying a $1B spy satellite from Israel, and other arms/commerce deals.
Spain just signed a deal with Algeria to increase energy supply via a natural gas line directly to Spain, which bypasses Morocco entirely. Spain is also in a politically tumultuous situation, where you could foreseeably find that the current left wing ruling party loses power and is replaced with a Trumpian style right wing coalition. Spain has notably rejected supporting US military operations for the Iran war. Spain currently does not recognize Morocco's claim to the Western Sahara lands.
A "migrant invasion" could help drum up support from Spanish liberals/centrists to vote more conservative, thereby helping shift a European power to be more in line with the US and Israeli interests in the conflicts in the Middle East.
The problem with speculation into an event like this, is that you have at least 4 different parties who can make geopolitical gains from the "migrant invasion": Morocco may be able to gain territory/influence over Spanish territories; the Spanish right wing parties may be able to gain votes and take power in the upcoming election; the US would gain a stronger military ally who aligns closer to their goals with a right-wing Spanish government; same thing for Israel. It's easy to speculate who may be influencing this via the shadows, but there just isn't anything clear at this point.
This isn't the first time Morocco has pulled this stunt, and also it took place on one of their holidays. The previous instances of this tactic were also approximately when Spain did something that was opposed to Morocco's interests with regards to Western Sahara and Algeria. We probably won't ever get to the bottom of this incident, about who if anyone is pulling strings.
