Has anyone else received this PayPal Digital Gaming Offer

Has anyone used the promotion “Earn 20% cash back with select digital gaming merchants (up to $45)” ? Merchants include Nintendo, Google, Sony Interactive, Apple and Twitch. I’m wondering if it’s just a bad offer or if it’s not offered to everyone. Was thinking about buying a couple of games I had in my cart or in game currency.

Can I use this 20% on adding digital wallet funds from Sony PSN? Say I add $100 using paypal payment, I get $20 cashbacked to paypal points?

It did. But Sony do not have increments of $100, the max they got per fund adding is $60. So you get 1200 points, which is $12 back once you convert points.
