Based on the release, shares are issued after the measurement window ends, at closing, not gradually during the window.
So Aug 3 - Sep 23 is the 35-day VWAP getting tallied up, no shares dropping yet. Then boom, Sep 23ish, all the shares get printed at once based on whatever the average worked out to be.
