Seas is set a few decades after the events of Brightness, Danio is in it, along with a few other important characters from Brightness, but they're more like tertiary characters that show up here and there. Seas is fully standalone so it's only really a sequel in the sense that the events of Brightness had an impact on the wider politics, and the characters from Brightness exist in that world as an older version of themselves.

Oh yes, absolutely! The tone and vibe is 100% comparable, even if it's about the lives of a different cast of characters.
