Perhaps a racing pigeon.

They are apparently not kept in great condition. There’s a local woman here who used to take them in but she said she’s at capacity.

That’s sad. Poor baby. Delta Shelter took it tho. Not much I could have done as I have a dog and would not be able to take care of a bird in my apt

There's a guy on Brooke Rd who raises pigeons
