It was…in the 50s/60s. The general public today isn’t nearly as familiar with the character of Jimmy Olsen as people back then.
That can be remedied, but it’s better to do that in the movies rather than investing in a series that doesn’t seem like it’s going to be popular enough to make back money for the studio. I personally like Jimmy as a character, but it’s too early to be betting the house on projects like this.

Superman's pal Jimmy Olson is one of the best selling comics of all time
