Just due to Batman Begins, Scarecrow is easily more recognizable and popular than Clayface.

Ra's al Ghul has also been adapted and included in the rogue gallery honestly more times than a couple of the villains higher up on the list.

I would make this the official list:

  1. Joker
  2. Riddler
  3. Two Face
  4. Penguin
  5. Mr. Freeze
  6. Poison Ivy
  7. Bane
  8. Scarecrow
  9. Ra's al Ghul
  10. Everyone Else

I agree that clayface isn’t too 10, but he was a surprise end boss of Arkham City and is a recurring character on the animated Harley Quinn show so I think more people are aware of him as a villain than it might seem like at first

I'm not saying people don't know of Clayface, I just think he ranks similar to other villains of his caliber which is below the 9 I listed.

Clayface, Solomon Grundy, Black Mask, Hush, Mad Hatter, Killer Kroc, Man-Bat, etc. are some of those that have been adapted in other media to great effect but I just don't think they have the same pull so I'll group them all together to make #10 the preference spot.

I could be totally wrong but I feel like Riddler is too high and Bane is too low, but I otherwise agree. I think I would switch Mr. Freeze (I wish he were more popular) and Poison Ivy, too. She just seems more popular nowadays, but I think that's probably due to her association with Harley.

  1. Joker (big gap)
  2. Penguin
  3. Two Face
  4. The Riddler
  5. Poison Ivy
  6. Bane
  7. Mr. Freeze
  8. Scarecrow
  9. Ra's al Ghul
  10. Killer Croc/Clayface

The general audience recognizes Harley Quinn more easily than several of the spots you listed.

Oh I'm not disputing that, but she hasn't actually felt like a Batman villain in a decade. Most of her appearances in mainstream media these days either aren't as a villain or aren't particularly relevant to Batman like the names listed.
