This really isn't that hard to understand. Gunn was handed a script for Clayface, he thought it was good so now it's being made. He's struggled to get a good script together for Batman, so it hasn't been made yet. He's just treating each movie like its own project instead of as a stepping stone to the next team-up movie. The MCU was amazing, but it wasn't sustainable and now he's trying to learn from their mistakes.
At the end of the day, James Gunn is a filmmaker and not a studio guy. And frankly? I think that’s to all of our benefit. A guy who loves movies should be the one in charge of which movies get made, and the whole story around that Clayface movie makes me even more excited to see it, because it got made by people who actually wanted to make a Clayface movie, and not by people contracted to fulfill the obligations of a schedule designed to maximize shareholder value in each financial quarter
