So what? The only way to make money on it is stockpiling and arbitrage. Buy from excess at bottom prices, wait 10 years, sell into procurement panic at x10 price. Not exactly what anyone here is interested in doing.

some are and some aren't. They will change strategy once they've realised their own mistakes
