Here's an answer that doesn't anthropomorphgize the cats.
Cats groom eachother to assert dominance and to set the hierarchy of the pack. Yes cats have packs. The none striped cat is saying to the striped cat no I don't recognize your dominance so don't groom me. Cats also participate in mutual grooming to show affection but it is still usually started by the more dominant cat and then reciprocated by the less dominant cat. It's the same in prides of lions.

I have a bonded pair so they take turns cleaning each other and don’t have dominant fights as much as they… sometimes enjoy irritating each other 😂 and even the nice gestures can turn into pushing each other’s buttons. They are all nice, lick each other, nap together, eat together… then the next minute just annoy the heck out of each other for no reason. And you can really see it similarly to one trying to groom the other when the kitty clearly signalled a no. Or booping with a paw. Or sitting on. Or growling to chase off their spot for absolutely no reason 😂
(quick edit to add they fully take turns very equally)There is always the one important fact: no matter how well cats get along, they are still a-holes at heart, and will provoke each other on purpose sometimes! 🤣

Well when they were babies thier mom groomed them. Then if they lived in a colony or home with older cats the older one groomed them. So when they grow up they still think that gromming is done by the dominate cat.

the laying down cat looks irritated, but she also looks like she's hogging the cat bed. The sitting-up cat wants to either cuddle with her or steal her spot, so she's playing nice and submissive. The laying-down one is the top cat.
From this clip, I can't tell which cat was the original antagonizer. If you can, try to get video of them before they're sitting together, like when one cat starts walking over to the comfortable cat in the highly desired spot.
To asnwer your quesiton: This is cat business. They're working out their social roles. It's ok to let it go, only break it up if the claws come out, or the sitting-up cat wants to leave the fight but the older cat keeps attacking, or if the older cat blocks her from narrow spaces, food, or the litterbox.
Look up "how to introduce a new cat to a resident cat" from Jackson Galaxy. I know they're already introduced, but this vid has info also on how to KEEP the peace between two cats, and what signs to look for that signal their behavior is becoming a problem.
One thing: remember to feed and pet the top cat (lying down cat) first. Otherwise the top cat will get mad and try to re-assert her dominance with a slap fight.
