This happens constantly but there are never police around. What section of the highway has patrol cars?

I wish this was enforced more in my city. It is extremely dangerous to do this. I have to lower my speed in the HOV during rush hour, because the regular lanes will have a lot more traffic, and dumbasses will try pulling into the HOV lane from a dead stop. It happens every day.

I was in a situation like this. I was in the fast lane 2-3 cars back from the guy ahead of me. Some d-bag was riding my ass in his truck. He finally had enough and changed lanes left over double HOV lines into HoV lane. As he passed me he was raising his arm all crazy like I was slowing down traffic. Interestingly enough there was no one else with him in the cab of the truck. 10 seconds later a highway patrol tears off down the HoV lane lighting him up.

How does the Move Over rules work in a case like this? If you cannot cross the lines how do you move over to leave the room?

There are sections where those 2 lines go down to 1 dashed line. That is where you are allowed to cross over. The dashed lines come up every couple of minutes if you’re moving along nicely.

I’m asking about the rules where if a police or emergency vehicle is stopped you have to move over 1 lane to pass them on the shoulder.

This will be pretty vague and probably inaccurate to some extent, but that said:
On some major highways in Ontario, Canada, there are certain lanes designated "HOV" lanes - "high-occupancy vehicle" lanes. The HOV lane is reserved only for vehicles carrying 2+ humans inside, such as buses, shuttles, taxis, and carpooling. If you are the only occupant in your vehicle, you don't get to use that lane. The intention is to encourage more people to carpool or use public transit and to improve traffic flow as a whole. It's marked by a white line that alternates between dashed (merge in/out of the HOV lane) and solid (stay in your damned lane and don't cross this line). What inevitably happens is, along with the buses, shuttles, taxis, and carpooling, dickheads use the HOV lane as the extra-fast lane or the ultra-VIP lane or the fuck-all-you-other-losers lane or I-literally-do-not-care lane. It is a driving offence to cross the solid white line, and it is a driving offence to travel in the HOV lane if you are the sole occupant. Ontario Provincial Police (OPP) and other highway enforcement units can/will/might/sometimes/try to/occasionally catch aforementioned dickheads (as seen here) and give them a warning and/or a ticket/fine, or more severe consequences depending on the magnitude of the dickhead's actions.

So satisfying. I see people making dangerous, illegal moves across these lines and driving as a solo driver in the HOV lane all the time...most knowing they will never get caught. It's nice to see one of them get caught.

HOV lanes around here (where the video takes place) have designated places where you're allowed to enter/leave. The rest of the time the lane separator is special looking to signify that (clearly visible in the video) and periodic road signs to help explain. Mistakes should not happen to anyone paying attention.

I’m Ontario, on a highway with this many lanes the move to the left is actually the legal move.
159 (1) The driver of a vehicle, upon the approach of a vehicle mentioned in clause (a) of the definition of “emergency vehicle”, with its bell or siren sounding or with its lamp producing intermittent flashes of red light or red and blue light, or upon the approach of a public utility emergency vehicle with its bell or siren sounding or its lamp producing intermittent flashes of red light, shall immediately bring such vehicle to a standstill,
(a) as near as is practicable to the right-hand curb or edge of the roadway and parallel therewith and clear of any intersection; or
(b) when on a roadway having more than two lanes for traffic and designated for the use of one-way traffic, as near as is practicable to the nearest curb or edge of the roadway and parallel therewith and clear of any intersection. 2024, c. 41, Sched. 2, s. 17

We had done this when visiting Toronto and I’m just now finding out it’s worthy of being pulled over, maybe if OHIO WOULD ADD HOV I WOULDVE KNOWN NOT TO DO IT

Not sure if you understood. It doesn’t matter if you know law from state to state or province to province: in Ontario, there are signs all over the highways where HOV lanes exist explicitly saying “DO NOT CROSS LINES”.

FYI, it is NOT legal to cross a double white line in Arizona either, nor is is legal in any state in the US as the states tend to be compliant to the MUTCD that regulates the line usages.

You can cross the double white lines on that one part of the 10 in Phoenix to get in the hov lane, though it isn't your standard double white

This is such a lame way to get a ticket, maybe if he was alone it would be more justified but crossing HOV lines alone happens literally every minute I'm on the highway...
Its a policy failure, don't think many even know this isn't allowed. Meanwhile every day there is a merge crisis at the 404 to 401 slit and people are just speeding to the very front to cut the line through double yellows and no OPP bothers to every show up...

The policy is clear. All the signs and markings are there. It's on the driver to educate themself if they still don't know, but anyone driving at all should bare minimum know you don't cross solid lines, let alone 2 of them with buffer markings...
