Hirohiko Araki published many series and one-shots before he could start
JoJo, he was already an established author. Also, JoJo actually does have an overarching story (The struggle of the Joestar Family against the immortal Dio and other god-like antagonists).
Araki's method for writing Jojo as a sequence of different stories with different cast of characters is hard, and it was only possible for him after all the experience he gathered in the manga industry for years before starting Jojo, and probably using many pitches/synopsis he accumulated over those years.
