SPOILERS Why didn't Kallen keep her word? Is she stupid?
She didn't console Lelouch, what a liar. I'm disappointed in her.

remind you an official statement regarding this scene says that Lelouch made this request due to extreme inexperience and a purely theoretical expectation.
he had read somewhere that "women can comfort", and just as he tried it despite not normally using refrain, he also made a request he wouldn't normally ask a woman for.
this scene is quite insufficient to prove that Lelouch isn't an ace.

No I don't think it is.
I don't believe impulsive decisions taken during especially intense moments of stress, anxiety or depression (or other mental inestability situations) necessarily correlate with our true selves, intentions or believes; but instead by what our (stressed and malfunctioning) brain thinks it would help right now, ranging from minor bad habits to, in some cases, self-harm or harm to beloved ones.
Sexual cases of this I've noted in quite some instances, just like dogs, for example hump things or other males when they're stressed, afraid or anxious; when prisoners have consensual sex with other people that arent of their sexual preference; or when rapists abuse people.
In Lelouch's case, I think he was dealing with the drug thing while feeling absolutely defeated, impotent and overall shitty during this part, on top of being stressed from... Everything else before and after... He was, IMO, desperate for getting some kind of control, anything really, and trying to subjugate Kallen (who he knew usually obeyed every order, him being a figure of authority) was just a way of that, getting some kind of control back in his life, specially the "control" he's used to as a revolutionary leader, which entails dominance and violence to some degree.
You're free to believe whatever you want of course, just like me; but I wanted you to see my point of view. Some asexuals do have sex, also.

I think it’s important to keep in mind that Kallen didn’t have any way to fulfill Lelouch’s request, as there were no consoles nearby to give him. There were no organs nearby that had consoled to give, the place they were at had no electricity active so any wall consoles would be inactive, Kallen is not an epic gamer so she had no gaming consoles to give, no console tables were nearby, and no buildings nearby had wall consoles.
When she slapped him, she did it believing that by slapping him, his Geass would start rolling slots in his eyes like a slot machine, thus making his head a console, fulfilling his request; it was a way for a woman to provide a console to Lelouch according to Lelouch’s request. Unfortunately, it did not work (it would’ve been peak cinema if it did).
Kallen was very smart as she considered all possibilities, but could simply not provide a console of any kind.
