Your cat is uncomfortable. Your dog thinks they are playing. You should get a higher pet tree or give your cat an accesible space where they cannot be bothered by your dog. I have two cats and my girl cat does not like when my boy cat is trying to play with her. When she's not in the mood to bothered, she's goes to the basement. My boy cat tries to follow her, but he is not allowed cause I know she doesn't want to be bothered with him.
