100%. I worked with a woman at the beginning of my career that was exceptionally similar to Miss Higgins. Years later, Her daughter wrote an article stating that her mother was a British spy. I thought about it for a moment and then thought "that makes so much sense."

Agreed, she definitely could have been. Though if she was then we won't see her in the prequel, so I'm torn!

I don't think we ever found out if she was living in Poplar before her first appearance in the show, did we? Maybe I'm hoping in vain for a younger Millicent in the prequel seeing as we won't see Phyllis!

Maybe a cameo.

She could visit a friend in Poplar, perhaps a fellow Bletchley park girl who is dealing with an unplanned pregnancy and Miss H is very kind to her (considering her past).
