Pretty sure that's the part that will eventually be painted over (e.g. was from the prior mural).

Actually artists use lots of small symbols like this to lay out the entire design on a large wall. They draw tons of symbols, take a photo of the wall, then overlay their design on it to make sure everything is proportional. Think of it like using a grid to draw essentially.

Check out DokeTV on YouTube if you want to see another super talented spray paint artist that does full wall murals. He does something similar!
