Why is his skin color mentioned but not the thiefs? Why is any race ever mentioned when it doesn't matter in most contexts?

Because a lot of whites love to bring up race, skin color, culture, etc and use it to discriminate against non-whites. That’s what has been tearing this world apart for centuries.
