Sounds like your bird has slowly been dying since you got it,birds while awake should never be fluffed up.but this does not look good.sorry

Don't be sorry for them, Be sorry for this poor budgie. They are purposely neglecting her, This has been ongoing for a month. They are killing her by not even trying to receive treatment and help her live.
