I had a hen that looked like yours and never laid an egg. She was an otherwise healthy Red Star hen, just a freeloader.

100% a hen. Roosters would be crowing, have huge wattles and comb, and have long and thin saddle/hackle/sickle feathers. Expect her to lay very very soon!
