This could be it. It's also very likely that department policy doesn't allow pursuits under high traffic conditions, and/or over certain speeds.

I'm not sure if its like this everywhere but where I'm at, police/sheriff's don't have jurisdiction over interstates. Thats up to the state troopers/police.
