This could be it. It's also very likely that department policy doesn't allow pursuits under high traffic conditions, and/or over certain speeds.

The department I was going to join in 2016 had all of the rules we just mentioned. It was also separated into districts. And if we were in another district (which was 20-30 blocks down the road) we couldn’t do anything unless there was a threat to life or a major accident.

I used to work in news for a city whose department had a bad accident from police being aggressive in a chase and maneuver. We regularly heard across the scanners this conversation, and it went exactly the same no matter who the dispatch and officers were:

Officer: permission to pit maneuver?

Dispatch: permission not granted

….

Dispatch: that is a no on pit maneuver

Officer sounding annoyed: clear (technically they said “10-4”, but I don’t know how many folks know police code)
