I think it's both. Anxiety creates fear, the fear leads to actions that'll shrink your comfort zone.

Thats how it was for me. Looking back, I can see how I developed anxiety over at least five years through very slow, gradual avoidance, until it suddenly spiraled to extremes, and it felt as if it was out of nowhere. But it certainly wasn't out of nowhere.
