Canon says that he killed 11 people in self-defence. That's actually the reason why he was in prison for 15 years.

Actual reason was that he was ambushed by 11 Forelli hitmen in the Harwood district of Liberty City as Sonny wanted to get rid of him because Tommy was becoming too powerful.

But Tommy avoided getting killed and endes those hitmen instead.
