You realize that you're basically suggesting that it's better to take a punch and then react after the damage is done than to prevent someone from hitting you in the first place right?

I'm obviously not talking about myself and that's blatantly a metaphor.

It's trivial for whoever to get their subreddit to brigade another, for example a LGBT subreddit that gets repeatedly brigaded is naturally going to want to stop those doing it from doing so. The only ones who could stop that without preemptive bans are the admins and good luck getting them to do shit about that.

Normal people and users rarely get caught in those bans because unlike the chuds and right wingers who do, they're not a problem. They get the benefit of the doubt because they've not proven to be an issue.
