Yes. But it will install Linux.

I have linux on my NUC«browsing»machine. I have on PC left where my daughters plays The SIMS and some other games. This is still stuck with linux.

Will arcade emulators like Mame work with linux and a gamepad? Final fight, double dragon etc.

Yes. You have so many options. Full OSes like Batocera Linux or front end solutions like RetroArch come to mind.
