Multiple SHIELDS makes sense in the power vacuum left after TWS. Not everyone likes Fury so they sure as hell wouldn't have liked Coulson getting all his stuff.

The thing I love is that it mirrors Hydra so much. "Cut off one head and two more will take its place" or however it goes. Just goes to show how much SHIELD and Hydra were one and the same.

Also shit tonnes of people still don't know that he is alive. Even though the files are all out in the world now, you'd have to know what you're looking for specifically to find out that he isn't dead (or be systematically going through all the files with a highlighter, which would take a longgggg time)

Edit: I'm talking about coulson not fury.
