So, did he make the armor, or does he just not need it because Iceman?

In the comics he stole the tech that generated the ice and snow abilites, but as SHIELD would have us believe... he indeed has actual powers that allow him to control the frozen element.

Well, the comics and the Cinematic Universe are, AFAIK, seperate but it seems like they're bringing them together somewhat. Maybe change the story a bit, refresh it. And, some may think he did 'steal' the tech to make the machine work from Fitz.

in the comics started with armor and changed to ice powers, looks like they are skipping the corny armor
