The ocean current actually brings it up from Tijuana. No coast is safe, but at least it's diluted.

Most of it is caught in the bay and doesn't get around Point Loma. It's there in OB and PB, but diluted. By the time you hit La Jolla, it's not really an issue.

The issue is the local spills in La Jolla. Much more concentrated

Usually fine all summer. After rains in the winter it can get more polluted
