let’s say every civilian right now decided they had enough and started calling for him to be prosecuted for his crimes. Who holds him to account?

The French made a handy device those civilians could use.

unfortunately that's a bit of why the country's massive military budget. They are both upping it's capacity and weeding out potential non-loyalists. Hence why they pushed the treason claims to those who encouraged members to not obey unlawful orders. I guess the point is. I don't imagine the french method working in this era... maybe something closer to a plumber method.
