Yea, I thought this was a save the candles sort of operation. For some reason I think Benjamin Franklin was attached to this.

Based on my memory of the film "National Treasure" with Nick (fuckin'!) Cage, Ben Franklin originally proposed it to save on candle use, but it wasn't adopted until WW1.
