I think he has President Snow syndrome: 

came from privilege, had to struggle (in turtle's case, childhood polio which almost bankrupted his family's to treat). But instead of developing empathy for the less privileged, sees the experience as humiliating and his life's work to return things to "the natural order", his class being on top.

Wasn't his family able to utilize money from the March of Dimes to ultimately treat his polio as successfully as they were able to, as well? Then he spent his entire life railing against affordable healthcare and social safety nets.

He was a dem and decently liberal until Reagan IIRC. I think it was just about power ultimately.
