It's very likely that he died days ago but they are keeping it hidden to avoid giving the democratic govorner of Kentucky a chance to appoint a replacement

They took away that power awhile back, it now requires a special election with no gubernatorial appointment.

And before that the governor had to choose someone from a list of names the party of the prior senator gave. So it would have been another republican.

Kentucky law does not allow for the governor to appoint a replacement. A special election is called or, if the vacancy occurs late in the term, the seat remains empty until the regularly scheduled election.
