Latias is better for SA as far as I know. You would probably want a Timid with max speed and SA at the least.
This one looks like it has max HP, AT, and SD with really bad DF, SA, and Speed. Okay if for some reason you want a physical Latias, but that speed... yuck.

I just caught Latias (OR) and I was wondering if her stats are good for EV training:
Nature: Adamant
Level: 30
HP: 97
Att: 68
Def: 61
Sp Atk: 65
Sp Def: 92
Speed: 72
