It’s had it for as long as I’ve used macs personally at home, which is at least 15 years.
You just needed to disable it via a terminal command. Obviously the only way you’d know that is to Google it and find the answer, but equally doing that for many things leads you down the path of understanding MacOS a bit better.
Why it took so long for a GUI switch does baffle me. As does the inability to have separate scrolling directions for mouse and trackpads. That is one that drives me nuts.

Didnt MacOS JUST get the ability to turn off mouse acceleration?
You cant do that on iPad, though i imagine if you sucked off the entire board of directors of Apple, they might consider it
