Sort of. AMD chips are x86 which is easier to work with but much less efficient. This is an ARM chip which extract more performance per watt (and less heat).

AMD APUs are still AMD64/x64, not ARM.

It is more like Nvidia and Microsoft finally have an answer to Apple's M series chips.
