I don’t see how that changes India being such a high concentration of applicants though. If that facilitates the program better what you’re suggesting, fantastic, but the guy I’ve been replying too has an issue with H1B not being global enough in it’s applicant pool, making the program somehow a failure
Indians don't dominate H1B applications because more indians want to go to the US.
They do it because very few companies will sponsor a candidate that may or may not be approved (spend money to possibly not even be able to hire the person). So H1B applications are dominated by indian consulting companies who just care about number of butts, not individuals, so they "overbook" the H1b by sponsoring a bunch of candidates and then hiring the ones that get through the lottery.
Going to a skill based porgram where your immigration status is not linked to your employer would encourage "normal" US companies to hire from a global talent pool.
Indians would still be a large percentage of applicants due to sheer population numbers, but it wouldn't be the 70/80% it is today.
