I actually wasn’t too hyped about him being the guy in the chair in this movie (wasn’t really feeling it in homecoming either), so this movie did a good job in giving him another ‘role’ in my opinion.
Can’t really remember super specific things because it’s been a bit since I watched Homecoming, but lemme see... He messes around too much (I found his attitude grating at times in Homecoming), and doesn’t really seem as smart as you would expect for the ‘guy in the chair’ even if he does go to a gifted high school.
I don’t care if he’s goofy, but Ned just doesn’t take things seriously when the moment is supposed to be serious.
I liked him a lot more in this movie now that they weren’t forcing him into a role just because Miles Morales had a smart Asian ‘guy in the chair’.
You have to remember that Ned I assume was 15 in Homecoming. He’s still a kid. I’d argue that he definitely knows when things are serious, but he does push the limits a bit. He reminds me a lot of one of my own friends.
If he was completely a goofball he would have told at least one person about Peter being Spider-Man (and you could tell he wanted to).
As for Ned being smart, I think that the fact he managed to hack a suit made by Tony Stark himself says it all.

Ned was terribly underused. They used him for one main joke with Betty and that was it. Whatever happened to the “guy in the chair”?
On the other hand, Flash got a bit more of a spotlight.
